He was talking about Walter Mondale, not Joe Biden. Ronald Reagan never said that Joe Biden is the "dumbest liberal senator ever" or anything like that.
Yet, I suspect you will continue believing that he did. Because you don't care about facts or the truth, you just believe what you want to, even when you are given the facts proving it false.
